AIT FSR: Road map of AIT with 5 focused areas

Based on the idea of the Board Chair, in the process to prepare the "Road Map" of AIT with a consensus destination as a guiding post for the new President, a key factor to the success of this exercise is the participation of the faculty and staff.

In order for AIT to have focused areas, 5 themes (food, energy, environment, infrastructure and ICT)  have been identified based on matching regional demands with available strengths of AIT. Thus there is a need for all schools to indicate how each FOS (Program) fits into one or more of these themes. Then there must be a plan and the corresponding required resources (human, funds and support facilities).

At this time, the Board Chair wishes to see the big picture of human resources (faculty and students), available today and to be expected in the next 3 to 5 years span, in each field (program). Then it is the responsibility of the Board and the new President to look into how the other needed resources (namely funding and support facilities) can be secured to make the road map achievable.

With this email, I have attached  a 4-year history of faculty and students. In the first worksheet, the faculty strength includes full-time faculty as well as part-time adjunct and short-term visiting faculty. In the second worksheet, faculty strength includes only full-time faculty whose contract is at least 1 year so they can supervise student research.

Could the respective Dean kindly discuss with the field/program coordinators to fill in the figures for 2014-2016? The required data should be returned to Dr Greg within a week. Dr Greg has been assigned to do the follow-up of this matter and is willing to meet you if you have any query.

Farewell message from President Irandoust

Dear members of the AIT community,

With the end of my term as the President of the Asian Institute of Technology (AIT) today, 30 June 2013, I am writing to you as I join the most recent graduates of AIT in also embarking on the next leg of our journey as proud members of the AIT family.

As in any family, we have not always agreed. But a family we remain.

Eight years ago, I was honored after a transparent and international executive search and interview process to accept an offer by the Board of Trustees of AIT to become the 8th President of AIT.  At that time, like today, AIT had a proud heritage but as I would find, the institution also had tremendous financial and other challenges that needed to be addressed. With the changes that swept our region as well as the world of higher learning these past two decades, especially since the end of the Cold War, some of those challenges were envisioned. Others, like the great flood of 2011, could never have been imagined. Following an exhaustive internal and external process, the current financial situation was expected, and we had forecasted early in 2009 that AIT would start facing financial problems by the middle of

2013 if we continued business as usual. We had received clear signals from many of our key and traditional donors that the charity model of the past was coming to an end. Therefore our efforts were geared towards developing alternate innovative funding models in the context of the changing and competitive landscape of higher learning aimed at putting AIT on a stronger and more sustainable financial footing.

While challenges remain, my message today is not about that or the discord and disagreements that sadly split so much of our community this past two years. Others may choose to dwell there. I do not.

Instead, I seek with this farewell message to celebrate AIT and all that has been achieved, to share good will and express words of thanks, and more importantly to look to the future.

The achievements, like the challenges, were many. Together, with the Board of Trustees and the Executive Committee that approved all major strategies and provided guidance, and a management team responsible for driving implementation, we sought from 2006 onward to move AIT forward, after stabilizing it financially. Change is never easy and never without controversy, but the Board and management then did not shirk from that responsibility. Instead, we came together, making difficult decisions, and more than that, in the most difficult time, we united -- Board, management, faculty, staff, students and alumni -- once again as a community to recover and rebuild, first from near bankruptcy, and then after flood waters inundated our campus. But never did we lose the AIT spirit and its academic mission. Whatever was done was always with the goal of ensuring an even more international, more respected, more sustainable and more independent AIT.

One of our proudest accomplishments was the first graduation ceremony after the floods.  The accomplishment though is that of the students who despite the floodwaters and discord, succeeded in graduating without any significant loss of time.  My congratulations also go to the over 6,000 men and women, who graduated during my years in office.

The good will, and words of thanks, that came my way through the years, and particularly after the floods were many. I want to extend my thanks to the many competent faculty, staff and students whose time on campus overlapped with my time at AIT and who I had the honor to work with and learn from, these past years. I would like to thank in particular H.E.

Mr. Anand Panyarachun under whose chairmanship I was appointed as President and H.E. Dr. Tej Bunnag who continued the legacy of H.E. Mr.

Anand. I value their guidance, mentorship and support.

This year, AIT turns 54 years old.  No one can predict how the future will unfold, but my hope remains that as the world of higher learning and that of Thailand and the region continue to change, that AIT not just change with it, but that the institution will also anticipate that change before it occurs. Our graduates, past, present and future, deserve no less.

I truly believe that history is the best judge of everything and my leadership at AIT will also be evaluated and determined accordingly in future. I joined AIT when AIT was near bankruptcy. Through dedication and hard work, we turned this around in a very short period of time.

The global higher learning landscape had changed significantly since the 1990s and we tried to make sure that AIT started to adapt to this.

We developed good strategic plans with full guidance from the Board of Trustees and the Executive Committee. These strategic plans were significantly supported by the international community and strong support from Japan, Norway, Sweden, etc. We achieved international intergovernmental status for AIT, which it rightly deserved. We were in process to put in place a funding model that would ensure long-term financial and academic sustainability for AIT, when things got derailed. Every strategic plan and decisions are well documented and I am sure they will be valuable for future administrations to steer AIT towards a good future. In spite of all the challenges, I am proud by the fact that AIT today is in a better financial position than when I joined as President in mid-2005. It is heartening that we were able to achieve this in spite of the great flood disaster that we faced, the significant budget cuts and freeze from donors, and the recent governance crisis. Particular pride should be taken in the fact that before these recent crises, we were able to build up AIT's reserves from around 7 million Baht deficit to around 550 million Baht surplus.

However, without any core funding, we had to dig into our reserves to make much needed strategic investments into our academic and laboratory facilities and some new initiatives, in the recent past.

I had offered to go on a month-long voluntary leave of absence to allow the Board appointed Fact Finding Committee (FFC) to work independently and hoped to rejoin the Institute for my remaining few months. However, from its initial 1 month mandate in February 2013 the FFC requested for another 60-day extension until 20 June 2013, at which date they were expected to submit their final report. They were unable to meet the extended deadline and the mandate of the FFC was further extended by another 10-days coinciding with my end of tenure as President which is quite unfortunate since I will not be able to officially bid farewell to members of the AIT community and the Institute's other stakeholders and partners. My request and sentiment shared by several trustees was for the Board to appoint an independent and international FFC towards ensuring that it is a fair, open and transparent process. With a non-international FFC which even includes an AIT alumnus who is party to the conflict, the impartiality of the deliberations of the FFC is yet to be seen and their report will sadly be released after I have left the Institute. It is also unfortunate that I was never invited by the FFC to meet and discuss the issues.

The long term survival of AIT lies in its internationality, independence, democratic processes, faculty-staff-student quality, creativity and innovation; which all require a sustainable funding model.

University presidents come and go. Indeed leaders, whether in business, government or academia, come and go. But what remains is the vital importance of AIT's mission to contribute to the development of human resources of Asia and beyond.

Now though is the time for new energy, new ideas and new leaders for a stronger AIT.

And to them and to you, my very best wishes.

Sincerely,

Professor Said Irandoust

President

Just a Moment Dear AITians

It is increasingly alarming, the rate at which INCIDENCES of THEFT in AIT campus inundates the media. AIT has been known for morals, integrity and academic excellence. Her reputation is attested to by the caliber of successful and high positions of AIT Alumni in their various fields  of endeavor.

It is appalling, to say the least, how the name of this great institution that has produced highly credible Captains of industries, Engineers, Administrators of high repute to mention just a few; could be dragged into the mud by a few who parade themselves as either students or workers or whatever engagement they have in AIT.

Decency will demand that whatsoever is worth preserving should be preserved. Image  of AIT and Stakeholders - Students, Staffers and the Community as a whole - deserve to be preserved.

Just a moment, Why should others take delight in causing others to gnash teeth? Hurting , creating a psychological stress and distressing others? These manifest in losses such as bicycles, purses and its content or in part, misplaced items never recovered.

In a campus and environment such as ours, the gospel of "ONE AIT FOR ALL" should have taken precedence, where we are lovers of each other. and are particular about our collective well being. One wonders if those that perpetrate these heinous acts read mails  on these and still carry their conscience along.

It is high time image tarnishing attitude and behavior stops. The Security operatives should leave up to this challenge and should be sincere. Any person caught in the act of stealing or pilfering should be grilled, investigated and be made to face the law. If found guilty, punished in accordance with the law. Full publicity should be given. This measure may serve as deterrent to others.

We deserve a Clean, Responsible Campus and Environment where community members' property are secured. Our energy should be directed at containing or mitigating the natural hazards such as mosquitoes, rodents, epileptic low water pressure, internet pa lava in the dorms, street lights and stray dog and not THEFTS.

Thai Students get special Scholarship to study at AIT - fill in the available RTG scholarships and fellowships.

The 9th AIT-RTG Cooperation Plan covers 5 years for the period from 2010 to 2014 with a total budget of 653.21 million Baht. Under this Plan, although the budget for AIT in FY 2012 is 139.55 mB, only 61.32 mB was submitted for the approval of the Thai Parliament. Based on this reduced budget, the first installment of 13.40 mB was released to AIT on 24 January 2012. However OHEC informed that the remaining portion of 47.92 mB has been suspended as the budget was committed for AIT under the original Charter, but not for the new AIT under the new Charter declared by AIT since 30 January 2012. As you know, after a year of legal deadlock, AIT's Board of Trustees has resumed its function under the original charter on 12 December 2012.

On 7 June 2013, Acting President accompanied by President of AITAA visited the Budget Bureau to seek their advice on how to reconcile and resume the 9th RTG-AIT Cooperation Plan. On the remaining budget of 47.92 mB, AIT was assured that this amount is specifically earmarked for AIT and will be released to AIT in due time. As for the use of this budget, the Budget Bureau advised that AIT should take this opportunity to change its practice. Instead of allocating the budget covering the entire period of scholarships that last beyond the budget year, the budget received for each fiscal year should be used up for that specific year. Thus the budget should cover (1) ongoing students and (2) newly admitted students in the same year. AIT agrees to follow the advice and will implement the budget accordingly.

On Monday 17 June 2013, Acting President accompanied by the Chairman of the Executive Committee, Professor Emeritus Dr. Sahas Banditkul, and Prof. Kanchana Kanchanasut, Acting Vice President for Resource Development, visited the Office of the Higher Education Commission,(OHEC) to discuss the issue on the RTG budget (see attached photo). AIT delegate led by its new Ex-Com Chair were warmly welcomed by OHEC Deputy Director-General Dr. Kamjorn Tatiyakawee.  Regarding the frozen budget of 2012, Dr Kamjorn confirmed that OHEC will release the 47.92 million Baht soon. In addition, as a token of appreciation to the leading role of Ex-Com Chair, a former Deputy Prime Minister, at AIT, OHEC will add to this frozen budget an additional 25 million Baht, which can be allocated as RTG Fellowships. Thus with the availability of this 72.95 million Baht to be used in one calendar year, we must now work harder to attract more number of applications to use the King's and Queen's Scholarships, GMS Scholarships and RTG Fellowships. Up to now, the number of qualified applicants in the stock is not enough to fill all the available full scholarships.

Without a direct-sale approach that we used in 2007, it is rather difficult to attract, at this late state, Thai students with GPA equal or higher than 3.5. If any field can get students of this caliber, we can guarantee that these students will be offered at least 48 credits. And for this year, students with GPA > 3.0 from first-tier ranked public universities (e.g. Chula, Mahidol, Chiang Mai, TU, KMUTT, KMITL, Kasetsart, Khon Kaen, Prince Songkla University) may be offered full scholarships, subjected to the approval of OHEC.

So I would like to encourage all faculty members and staff to help approach top Thai students to apply to AIT in your field, even beyond the deadline of 15 June 2013. We will give a special consideration to the late applicants solicited by you. Let me know if you need any support from the Central Administration to go out and recruit such students.

Revised Budget 2013 Receive Board's Approval

Dear Colleagues

After almost 3 months of hard work by the Financial Health and Budget Review Task Force (FRTF), finally the revised 2013 budget has received approval from the Board of Trustees on 20 June 2013.

By the instruction of the Ex-Com, the Task Force has to make three rounds of budget cut to meet the prescribed target, i.e., the total expenditure budget combining all accounts in Funds 10, 21 and 24 must be less than the corresponding actual expense (671.21 million Baht) of the previous year 2012. The Task Force reached the target by exploiting the following cost savings:

(1) Infrastructure and IT services (saving = -30.82 million Baht)

(2) Administrative Units (saving = 26.65 million Baht)

(3) Discontinuation of Outreach Centers (saving = -11.41 million Baht)

(4) Roll-back of Salary Increments (saving = -5.45 million Baht)

Total saving = -74.33 million Baht

On the other hand, the Task Force has recommended additional budget for the following two items:

(1) Online Database of the Library (+8.46 million Baht)

(2) Electricity Budget due to the Rate Increase (+11.70 million Baht)

Total increase = +20.16 million Baht

Thus, the net saving = -54.17 million Baht

Finally, the total expenditure budget of 2013 is reduced from 724.90 down to 670.73 million Baht, slightly less than the actual expenditure of 671.21 million Baht in 2012.

On the roll-back of salary increments, the Board of Trustees have approved the following guidelines, which will be implemented immediately by HRO:

ROLL-BACK OF SALARY INCREMENT GUIDELINES

AS APPROVED BY THE BOARD OF TRUSTEES ON 20 JUNE 2013

(All provisions below only apply to employees with salary above 30,000 B per month)

Guidelines

Total Cases Affected

118

Notes:

(1) Although there was a suggestion to implement an involuntary 10% cut in the basic salaries across the board, it is not adopted.

(2) Certain number of raises during 2012 and 2013 were not in compliance with the AIT's P&P. They will be nullified. This affects 34 cases of staff who were given salary increases 2 years in a row. The PA-1-3-3-IV.c.1.g states that staff salary increase cannot be given within a span of less than 2 calendar years.

(3) We need the understanding of all faculty colleagues as the faculty reclassification that was implemented earlier in 2013 has to be suspended until AIT recovers from this financial crisis.

(4) Since AIT performed rather dismally in 2012 (making a deficit of 201 million Baht), it is rather unreasonable for any employee to be awarded a salary increase in 2013. Thus, all salary increments in 2013 will be rolled back to 0%.

(5) The Task Force agreed not to apply the cut to any employee under 30K monthly salary.

At the end, we must realize that budget cut alone will not save AIT. AIT needs the cooperation of all employees to generate more incomes. I have one good news to report. Thanks to the presence of the former Deputy Prime Minister, Dr Sahas Bunditkul, in our visit to the Office of Higher Education Commission (OHEC), AIT has been offered an additional budget of 25 million Baht as a token of appreciation from OHEC on top of our frozen budget of 47 million Baht. So for this August intake, we have 72 million Baht.

With this email, aside from the White Paper on AIT Financial Health distributed earlier, I am pleased to attach 2 files, a Report on Revised Budget 2013 and my powerpoint presentation to the Board of Trustees on 20 June 2012.

With kind regards,

Worsak

Good opportunities for all AIT Graduates for Extra luggage Service (20 Kg)

Congratulations to all AIT graduates and there is a good news from Student Union (SU) that all AIT Graduates can carry extra luggage of 20 kg in all major airlines.

SU provide additional 20 Kg luggage service upon request on your way back home flight. This is available for almost all airlines. But, I am not sure for low cost airline such as Air Asia.

For those who want this service, please come and register at SU office during office hour. Please bring along the information (Name, ID, Passport no, destination country, flight no., airline and departure date.

Please note that this will take one day working day and we will not accept register through online and email.

Congratulatory message to the students from AIT President Said Irandoust on 119th Convocation Ceremony

Message from President Irandoust to Graduating Students (119th Convocation Ceremony, Thursday, May 23, 2013)

Dear Graduating Students,

My congratulations to all of you on the occasion of your convocation and AIT's 119th graduation ceremony. Although I am unable to be present with you on this most important day in your lives my thoughts and best wishes are with you. I have always eagerly looked forward to graduations. I fondly remember the AIT graduation ceremonies for their unique family like atmosphere and charm. In any academic institution graduations are among the most awaited of ceremonies and is a culmination of all your hard work and perseverance. It is also a recognition of the important role your faculty members, staff, family, friends as well as donors and partners have played in leading you to this auspicious day.

I will sadly miss being present with all of you in what would have been my last graduation ceremony as President of AIT. I will be completing my second and last term as President on June 30, 2013 and as the end of my term draws near I look back at all the good times we as a community went through as well as challenging period all of us faced in the aftermath of the floods.

I remain positive that with its proud heritage of more than 5 decades of service to the Asian region AIT will continue to prosper. I trust that all of you will play an active role in ensuring that this is indeed the case. I wish to thank all the students who have written to me and sent personal messages for their kind words of support and encouragement which means a lot to me.

As you venture out into the world always listen to the voice inside you and be true to yourself in whatever you choose to pursue you in life. You will definitely face obstacles on the way but that is life and one must learn from it. Try and remain strong and keep moving on. I would like to end my message to you with a quote by Herman Melville, who said the following: "We cannot live for ourselves alone. Our lives are connected by a thousand invisible threads, and along these sympathetic fibers, our actions run as causes and return to us as results."

Once again, my very best wishes to all of you on your graduation.

Professor Said Irandoust

President
